…nVINO weight compression and quantization passes This commit aligns Olive behavior for quantizationa and compression passes for ignored_scope with behavior of NNCF which supports multiple modes of ignored scope simultaneously, which includes names, types and patterns. - [x] Add unit tests for this change. - [x] Make sure all tests can pass. - [x] Update documents if necessary. - [x] Lint and apply fixes to your code by running `lintrunner -a` - [x] Is this a user-facing change?
