Update Microsoft.OpenApi.OData to 2.2.1 on support/v2 (OpenAPI 3.1)

Update the Microsoft.OpenApi.OData dependency from 2.0.0 to 2.2.1 in the hidi executable on the support/v2 branch.

This fixes an issue with CSDL to OpenAPI conversion where binding functions are bound to multiple types in an inheritance tree.
