Add group policies

Description of the new feature / enhancement

Adding group policies that enterprses can download.

These include setting all the settings.

Some example policies (options in brackets):

• General
  • Updates
    • Enable updates (On, Off)
    • Download updates automatically (User can choose, On, Off)
  • Appearance & behavior
    • App theme (User can choose, Dark, Light, Windows default)
    • Run at startup (User can choose, On, Off)
• Mouse utilities
  • Find my mouse
    • Enable Find my mouse (User can choose, On, Off)
    • Appearance & behavior
      • Do not activate when Game Mode is on (User can choose, On, Off)
      • Overly opacity (User can choose, 0-100)
      • Background color (User can choose, HEX code)
      • Spotlight color (User can choose, HEX code)
      • Spotlight radius (User can choose, Number)
      • Spotlight initial zoom (User can choose, 1-40)
      • Animation duration (User can choose, Number)
  • Mouse Highlighter
    • Enable mouse highlighter (User can choose, On, Off)
    • ...
• PowerRename
  • ...
• ...

Scenario when this would be used?

This would solve the #3170 problem (even when it's not exactly what is demanded).

Let's try to do this. Initially, just forcing PowerToys disabled if needed by GPO.

There is an actual “enterprise support” issue that I’d bucket this in with

matter just having stuff not run, next would be a don’t check for updates for X period. My thought would be quarterly not updating max.

I would for the beginning suggest to create switches for basic program settings but also for simply switching features on and off or hide them
example:
Awake - on / off / hide
Colorpicker - on / off / hide
...
