As title says - allow for Keyboard Shortcuts to be applied with DSC during installation from Winget

@akamienski can you share more regarding DSC, are you looking for: enable/disable KBM by default? or certain type of short-cut mapping by default?

@jamrobot enabling/disabling is possible for every PowerToys plugin already, I meant the specific shortcut mappings.

I would like to have a import/export/load/save feature.
This is the main reason that I can't use Keyboard Manager and have to use AutoHotKey instead.

@akamienski - had a look at the following PR, but it isn't shipped yet in a release (yet). I expect that the KeyboardManager solves this case.
