Unexpected behaviour: Tools turned on by default #38949

Description

Microsoft PowerToys version

v0.90.1

Installation method

PowerToys auto-update

Area(s) with issue?

General

Steps to reproduce

After the update "Command Palette" was on by default. Which was confusing because it appears in Windows Taskbar and I thought it was a Windows thing and felt intrusive.
After realizing it was a Powertoys thing, it felt even more intrusive.
I love powertoys but I think an expected behaviour after an installation would be that things/options remain the same as before.
You could highlight the new features but never turn them on.
