[Command Palette] Keyboard-independent search

### Description of the new feature / enhancement

It would be very nice if Palette can "fix" wrong keyboard layout when searching, like when I try to type "vs code" but end up typing "мы сщву" instead (because I forgot to switch input language)

### Scenario when this would be used?

It would be helpful for many non-latin keyboard users.
