Steps to reproduce

1. Open cmdpal.
2. Search for an app, e.g. Terminal.
3. Launch it.

✔️ Expected Behavior

Apps are launched in user mode (not elevated).

❌ Actual Behavior

Apps are launched in Admin mode (elevated).

Additional Information

PowerToys and CmdPal are running as Admin. Both need to be running as Admin for proper activation and the Keyboard Manager plugin.
