Push to Dictate via OpenAI Whisper API key

Description of the new feature / enhancement

Advanced paste has been super useful, and since it already has the OpenAI API integration, I thought why not build a dictation feature into it?

Microsoft's Dictation is not that great, and lacks certain languages.
A great implementation I have seen is WhisperTyping (https://whispertyping.com/)
But I would much rather put my own API key into Powertoys than install another app.

Scenario when this would be used?

Voice typing in different languages into any text input field.
