Steps to reproduce

Bind the copilot key (F23) to CTRL, left CTRL, or right CTRL.

Binding copilot key (F23) to WINKEY by pressing the actual WINKEY on keyboard.

✔️ Expected Behavior

Binding F23 to CTRL allows for use of CTRL-based key combinations like CTRL + T, CTRL + W, CTRL + F.

Binding F23 to WINKEY opens the start menu and allows for WINKEY-based key combinations.

❌ Actual Behavior

After binding to left CTRL, right CTRL, or CTRL: The key somehow ends up bound to CTRL + SHIFT + WINKEY, and so F23 (remapped to CTRL) + T launches Crop and Lock if enabled, or "starts the process of getting a trace" if Crop and Lock is disabled, both commands typically triggered by CTRL + SHIFT + WINKEY + T.

After binding to WINKEY: produces no effect, and any attempts to use WINKEY-based key combinations with the rebound F23 also have no effect.
