FancyZones Editor falls with exception.

PowerToys version: 0.11.0.0
PowerToy module for which you are reporting the bug (if applicable): FancyZones Editor

Steps to reproduce

1. Open FancyZones Setting.
2. Click button "Edit Zones"
3. FancyZones Editor doesn't launch.

Actually it falls with exception.

Pragramm cannot parse args[6] because it contains '.'

That's because I have decimal symbol ',' in Region Setting. And most of users from Russia have it too.
