Hiden windows are shown when powertoys start

Environment

Windows build number: 1903
PowerToys version: since 0.12
PowerToy module for which you are reporting the bug (if applicable): FancyZones

Steps to reproduce

• have Keep windows pinned to multiple desktops in the same zone when the active desktop changes setting on
• open Outlook
• create a new mail, assign the new mail window to a zone and close the window
• restart PowerToys

Or:

• have Keep windows pinned to multiple desktops in the same zone when the active desktop changes setting on
• open Outlook
• create a new mail, assign the new mail window to a zone and close the window
• switch to a new virtual desktop

Or:

• have Keep windows in their zones when the screen resolution changes setting on
• open Outlook
• create a new mail, assign the new mail window to a zone and close the window
• change resolution

Expected behavior

New mail window remains hidden

Actual behavior

New mail window gets displayed
