v0.1.14 — OQ-cleanup release (post-v0.1.13 wrap-up)

Clears the 6 OQs filed by Phase G during the 2026-05-28 cleanup-session
(OQ-2026-05-28-1..6). Honors user's 'no new todos every session' mandate.

OQ closures:
- OQ-1 (server-boot-smoke CI job): regression test for B-09 server boot
  deadlock fix; PW 7b4f6ee adds ~97 LOC YAML job, wired to
  publish-cli-release-assets needs:
- OQ-2 (README --dest example): PW eb18db2 adds custom-path env-var row
- OQ-3 (install.sh fetch hint): RESOLVED — already addressed at install.sh:529
  (commit aa68fbe, pre-OQ)
- OQ-4 (brew README 'all 6' wording): PW eb18db2 corrects to 'all 8 SONAMEs
  (across 7 pip packages)' at all 3 occurrences
- OQ-5 (ORT_VERSION canonical source): PW 861ec89 hoists to
  sparrow-engine/docker/.ort-version; release.yml F-R2-6 check extended
  to 3-way cpu==gpu==canonical agreement
- OQ-6 (PQ-01..10 manual_test_plan polish): sparrow-engine-dev 141129a
  applies all 10 PQ items

Version bump: 0.1.13 → 0.1.14 across 7 workspace Cargo.toml +
pyproject.toml + 2 installer defaults (PW b074060). Brew formulas stay
at 0.1.10 per their post-release SHA256 update workflow.

State of the world: ZERO ACKNOWLEDGED OQ entries remain from this
session (all 6 RESOLVED). Next session opens at RP-5.
