v0.1.15 — RP-5 live-validation release

First tag that exercises the new RP-5 cross-repo image-pin auto-PR CI:
- release.yml builds + pushes CPU + GPU Docker images to GHCR
- publish-cli-release-assets gates GH Release publish on docker push success
- sparrow's auto-PR workflow on Clamps251/sparrow @ sparrow-engine-dev
  polls /releases/latest and opens an auto-PR for the pin bump (manual
  trigger today; RP-5-FU-6 for scheduled-poll unlock)

Source changes vs v0.1.14: just version bump + CHANGELOG entry. The CI
delta is the substantive change, landed at PW commit 4c1abab (RP-5 CI)
+ Clamps251/sparrow aa2a134 (sparrow workflow + baseline_up.sh + scripts).
