WinUI3 settings page does not include correctly localized app name

To Reproduce
Steps to reproduce the behavior:

1. Create a new C# WinUI3 app
2. Include a settings Page
3. Run the generated app
4. See app name not displayed correctly.

The localized application name should be displayed.
