lib.d.ts isn't ordered appropriately for signature help #36525
Description
This extremely broad signature help is occurring because lib.d.ts is ordered from oldest to newest. Unfortunately that means that users end up getting complex signatures that they never cared about. Even if we came up with a Matcher interface, it's not clear that that's even useful.
