Make “declare property… ” quick fix move focus to the newly declared property

When running the declare property... quick fix on boop in the below code, TS auto-inserts boop: any;, but I'd really prefer for it to be private boop: number or something, if my cursor moved to the insert location or I was prompted for the access level and type or something that'd be nice:

class A {
  constructor() {
    console.log(this.boop);
  }
}

Moving this upstream to TypeScript

I believe this would start working if TS server returned a snippet string for the inserted property declaration. We would also want to make sure the cursor returns the the starting position
