Clarify logging for "No Project" when hitting memory limit

typescript fails with "No Project" and no other error in its log when hitting default memory limit. Improve this by providing better logging output.

I experience this issue as well when making a large number of calls to provideCallHierarchyIncomingCalls. It is not clear to me that this is a memory issue. Better clarification is indeed needed.
