Browser not opening (Any browser window does not open - was working before)

Repro Steps

I installed Google Chrome and tried running it but nothing happens.

Expected Behavior

It should open a Google Chrome window.

Actual Behavior

Opens nothing, shows no error message.

How to collect WSL logs

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Set-ExecutionPolicy Bypass -Scope Process -Force

The script will output the path of the log file once done.

Running wsl.exe --shutdown seemed to do the trick, referred to: #7250 (comment).
