There are now two separator blocks back-to-back here with no component/license text in between because the Microsoft GSL MIT notice was removed. The repo still fetches GSL (v4.0.0) and lists it in cgmanifest.json, so the GSL attribution/license needs to remain in NOTICE.txt (or the GSL dependency and cgmanifest entry should be removed if it's truly unused) to avoid license/compliance issues.
