Remove Self-Signed Certificate Configurations to Fix Github Publc Samples Build Pipeline

This change removes the self-signed certificate configurations that were created locally during publishing and were breaking the Github Public Samples Build Pipeline.

• The removed changes were not for creating a new self-signed certificate in the build pipeline, but were generated during the creation of a local self-signed certificate.
