Add Encrypted Models Sample
This sample migrates the StreamFromResource sample into the Windows ML Samples Gallery.
The sample is updated to show how to load LearningModels from embedded resource without making a caller-side, in-memory copy of the embedded resource.
In addition the sample demonstrates how to embed encrypted models, and decrypt at runtime them for secure model load.
