Tried on multiple occasions on a clean insider dev 3281

This afternoon got somewhere but failed to load phi-silica (which is ironic given that's all it's supposed to do)

Odd that it would appear to be still trying to use OnnX to load phi-silica but looks like it's trying to load phi3 which would suggest that the sample isn't actually the copilotruntime sample 🤦

This evening tried again and deleted all local code off my devdrive and pulled down from github some fresh clean sample bits. Alas things got worse

The feed 'WinAppSDK-SampleDeps [https://pkgs.dev.azure.com/shine-oss/WinAppSDK-Samples/_packaging/WinAppSDK-SampleDeps/nuget/v3/index.json]' lists package 'Microsoft.WindowsAppSDK.1.7.250208002-preview1' but multiple attempts to download the nupkg have failed. The feed is either invalid or required packages were removed while the current operation was in progress. Verify the package exists on the feed and try again.

My theory is that an update was made to the index before a new version of 1.7 was actually released. Either way the sample is self-toast right now.
