Removed the section regarding updates to Aspire docs from the pull request template. We automate draft PRs already, no need to require someone to check a box.

Removes the “Aspire docs update” checkbox section from the repository pull request template, aligning the template with the existing automated draft PR process.
Changes:
- Deleted the checklist block asking whether changes require an
