Cherry-pick of #10638. Original comment:
kata-containers-cc has a dependency on dracut and dracut has a dependency on systemd. During the build dracut cannot satisfy the systemd dependency and kata-containers-cc does fails to build. The theory is that dracut needs to rebuild against the latest version of systemd.
