golang: update to 2024-12-02 releases

This PR applies a fix to the cgmanifest.json file after a bad update, and updates the 1.22 and 1.23 Go packages to the latest Microsoft revision, released today. Notes from the generated PRs that I consolidated here to get the process further down the road after the cgmanifest.json fix:
