Summary

What does the PR accomplish, why was it needed?

Add Azure Linux OTEL Collector, as an package in SPECS-EXTENDED to be used as a telemetry agent. The goal is to get something in SPECS-EXTENDED as we continue to flush out our solution for different scenarios.
