mariner-repos: add cloud native repo

What does the PR accomplish, why was it needed?
Add mariner-cloud-native repo files. Note that the cloud-native and cloud-native preview repos are enabled, but the -debuginfo and source subpackages are disabled by default (similar to the base repos).
