Summary

What does the PR accomplish, why was it needed?
This pull request introduces the source files utilized in constructing the CBL-Mariner-based base and golden container images within the ADO repository. These files include dockerfiles, configuration files, and package composition files specific to the containers. The build scripts are also included. The pipeline yaml files and some additional scripts required by the build pipelines are still in the ADO repository.
