Summary

What does the PR accomplish, why was it needed?
This PR adds the source files utilized in constructing the CBL-Mariner-based memcached container image within the ADO repository. These files include dockerfile and package composition file specific to the container. The build script is also updated. The pipeline yaml files and some additional scripts required by the build pipelines are updated in this PR.
