A stable package of the Bedrock CLI and all it's dependencies

Developer and operators that use the Bedrock CLI need a way to tie together all the dependencies (e.g. versions of Git, Terraform, Helm, Fabrikate, Bedrock CLI, Az CLI, Az CLI DevOps Ext, etc.). The reason for this is so that they can have a stable environment for a particular version of the Bedrock CLI.
