Update botframework-sdk team members and repo owners

Update https://github.com/orgs/microsoft/teams/botframework-sdk/members with latest changes to members

Note: we need to make sure we have at least two maintainers

As part of this we should delete:

• the @microsoft/bb-python team that has been replaced by the SDK team in this PR
• the @microsoft/bb-samples team that has been replaced by the SDK team in this PR
• review the teams that show in this query and remove the ones that are note needed anymore
• review the teams in this query and remove the ones that are not needed anymore

As part of this issue, we should also update the repo owners for:

• sdk
• dotnet
• js
• python
• java
• samples
• BF CLI
• Functional Tests
• Composer
• Botbuilder v3 (JS and dotnet)
• DirectLine C#
• DirectLine JS
• Tools
• Solutions
