Describe the issue
Set Tenant ID in the setup wizard only works if no current value is present, but doesn't work in overwriting/creating a new value. Only relevant if Tenant ID is incorrectly set to begin with (like to a dummy value) and you then run the setup wizard over it.
Expected Behavior
tenant ID works for update
