[ALM Accelerator - Epic]: Pipelines for Power Platform Extensions

Power CAT Tools will be migrating to Pipelines for Power Platform for our internal ALM to provide guidance to customers on how to extend Pipelines to meet specific needs that are not supported today e.g. Source Control and additional post deployment configuration leveraging the existing ALM Accelerator pipelines.
