[ALM Accelerator - Feature]: Pipelines for Power Platform Additional Deployment Configuration

We will need to create a new UX for deployment settings other than Environment Variables and Connection References. The resulting json should be stored on the deployment request in dataverse in the same format expected by the deployment pipelines rather than having it translated from the current format of the deployment settings payload in the export pipeline.
