Add types for package-lock.json versions

Beginning of #476

There is no strict JSON schema, but properties were taken from:

• V1 https://docs.npmjs.com/cli/v6/configuring-npm/package-lock-json
• V2 https://docs.npmjs.com/cli/v8/configuring-npm/package-lock-json
• V3 https://docs.npmjs.com/cli/v9/configuring-npm/package-lock-json

Nullability was determined experimentally.

Also disables SA1623, because requiring property documentation to begin with "Gets or Sets" is just noise.
