Purpose

Documentation updates:

• README.md: Added an important note about checking Azure OpenAI quota availability and included instructions for using the new quota check guide.
• docs/quota_check.md: Added a new guide for checking quota availability before deployment, including instructions for using scripts in Azure Portal, Cloud Shell, VS Code, and Codespaces.

Script additions:

• scripts/quota_check_all_regions.sh: Added a new script to check available capacity across all regions for supported models.
• scripts/quota_check_params.sh: Added a new script to check quota for specific models and capacities in a user-specified region or default regions.
