Added links to AI and Data Engineering playbooks for best practices.

Purpose

This pull request adds a new section to the README.md to highlight Microsoft's AI and Data Engineering playbooks. These playbooks provide best practices, solutions, and code samples for enterprise software engineers working with AI and data engineering.

Documentation improvements:

  • Added a new section promoting the AI playbook and Data playbook from Microsoft, including descriptions and links, to help users get familiar with Microsoft's best practices in AI and Data Engineering.
