Steps to reproduce

- Configure one or multiple added custom models to be available in some or all organizations.
- Enable editor preview features in the Enterprise.
Logs (optional)
No response
Expected behavior
Custom models should be selectable for enterprise users in the model management preferences of the Eclipse plugin.
Actual behavior
Open the model management preferences of the Eclipse GitHub Copilot plugin and see the error message attached below.
Question: why are custom models only available for individual Copilot users? In online resources I can read, they should be available for Enterprise.
