[Bug] ABAP - editing of programs is not working

Environment

• OS: win11
• Eclipse Version: 202603
• Plugin Version: 0.16.202604020254

Describe the bug
ABAP editing in agentic mode does not work for programs

To Reproduce
Steps to reproduce the behavior:

1. Open ABAP program
2. request copilot to comment the program
3. The program is not getting edited - tool for replace strings is failing

Expected behavior
The program is being edited

Additional context
Can only be reproduced with abap server connected and SAP tools for abap being installed
