Translate WMI HRESULTS correctly in DevHome. #2178
Description
When formatting a new DevDrive, the WMI call can fail. Unfortunately, WMI uses custom messages and DevHome does not call the correct code to translate an HRESULT code, to a WMI error.
Two items need to be addressed
- The WMI error codes needs to be translated to the WMI message.
- The message needs to be sent to telemetry.
