Fix broken external URIs in docs-mslearn (flagged by partner-center-pr#12088)

The v14.0 doc publish PR (MicrosoftDocs/partner-center-pr#12088) Learn Build report flags 5 unique broken external URIs in docs-mslearn/ source files. All are inherited from existing content — out of scope for the publish PR, but need fixing here for the next release.

Resolved by #2141 (merged). All 5 broken URIs fixed and DocsLinks Pester guardrails added to prevent regression.
