Website and demos broken in IE 11

Webpack 5 upgrade broke our demos and website in IE 11. This is because it switched to emitting ES6 (lambdas etc) by default for smaller bundle sizes.

#19237 should fix displaying a compiled version of the website/demo in IE 11, but for testing local changes, apparently something changed in webpack-dev-server version 4 such that it exceeds IE 11's limit of 6 open web socket connections. A manual workaround is to edit a registry setting. Easiest way is to save the following into a .reg file and run it:
