browser support and transpilation approach for v9

Based on partners needs we need to be explicit regarding what browsers will we support and for how long (window support period).

This should also contain our approach to polyfills.

• identify minbar for vNext | Determine browser minbar for v9 from current master #22273
• setup v9 transpilation to be based on browser support minbar #26170
• add docs regarding browser support and our approach
