Adds rest and interactive state support (Hover, Pressed, Selected) to design tokens across all web theme files, enabling consistent and accessible interaction patterns throughout the design system.

Impact

Provides design tokens for all interactive states needed by UI components
Ensures consistent behavior across light, dark, high-contrast, and Teams dark themes
Improves accessibility by including proper high-contrast mode support for all interaction states
