This PR takes two steps:

  • Merge the 1.17 branch into the FIPS branch. 1c14239. (No conflicts, simple merge. No need to review.)
  • Add Mariner-FIPS jobs. 9f8b4fa. (This is the commit to review. 🙂)

I plan to merge with a merge commit so future automated flows from 1.17 -> dev/fips will work nicely.

You can see FIPS mode is really enabled by searching for a test like TestUnreachable with the filter changed to show passed tests. It'll show up in only the marinerfips jobs.
