This yml and tooling needs to exist in each release branch because the auto-trigger from microsoft-go -> microsoft-go-validation runs the validation pipeline using the same commit as the microsoft-go commit it's validating.
This lets us choose different rules and exclusions for e.g. 1.18 and 1.19, so in theory it adds flexibility.
