This PR prepares the 0.9.9 release by updating CHANGELOG files to finalize the release version and date. The changes convert the unreleased changelog entries into the official 0.9.9 release entry dated 2025-10-24, and correctly organize changelog entries by moving a misplaced item from the previous 0.9.8 release to the current 0.9.9 release.
