Azure.Mcp.Server 3.0.0-beta.12

More bug fixes and new tool options 🪲🪳

This release fixes issues in various Key Vault tools, corrects the status codes returned when an Azure subscription, tenant, or resource group is not found, and correctly updates Container App tools to allow specifying a tenant. It also adds a new option for Azure File Shares create and update tools.
