New Terraform tools, improved Backup reliability, and learn mode discovery 🧱🔍

This release introduces a new Azure Terraform toolset with support for AzureRM/AzAPI documentation, Azure Verified Modules, export workflows, and policy validation. It also adds learn-mode discovery for azmcp commands and updates Marketplace tooling with newer API capabilities. Additionally, several Azure Backup fixes improve protection reliability and accuracy, along with enhanced telemetry and copilot SDK end-to-end testing support.
