Expose background color override for editorOverview

It seems strange that there is no way to change this one specific color. You basically can either use FFFFFF, 232323, or 000000 by way of changing the base theme from 'vs', 'vs-dark', and 'hc-black' respectively. Is there some technical blocker to exposing this color?

We are doing a fair bit of work in the theming department and it would be nice to be able to set this.

Could you point me in the right direction for where a change like this would go? The codebase is a bit daunting 😰

Currently, the decorations overview ruler background color is taken to be the same background color as the editor here. This would need to be enhanced to use a custom color similar to how the cursor color in the decorations overview ruler works. The new introduced color should be defined in such a way where it falls back to the default background color if it is not defined in a theme.
